Iran appears to have the ability to stop, or at least greatly curtail, these transits at any time. When the transits are successful, they appear to be so only on account of Iran’s implicit, but perhaps secret, permission. Why would Iran give such allowances? Rumors persist that Iran has cut special deals with certain countries that pay money “under the table” to be allowed transits, even through the Omani route.
Recall that in the past, it had been virtually confirmed that such secret deals were happening.
